Best way to a new birdies heart is through their belly.
Every time your tiel is interacting with you, give a low value treat (pellets, small seed), when they're letting you scritch, or comfortably sitting around your hands, they get a high value treat (sunflower seed, millet etc). This will form a connection with your hands being good, and spending time with you being good!
