Urgent Cockatiel Sinus? Post Nasal drip??

For the past year, my cockatiel has been exhibiting these weird wet exhale / hiccup episodes. Lasting a few minutes. Always resolve on their own.

I have taken him to numerous avian vets. One said it’s most likely post nasal drip from an allergy or mild sinus infection. He recommended misting and humidifier treatment. He’s been on 3 courses of Cipro. The other avian vet doesn’t know exactly what it is either.

Can someone please help me?? I’m really worried. It comes and goes. Some weeks it happens every day. Some weeks not at all. It usually happens after he drinks water, and he has this difficult breathing with a tail bob, and then resolves. He sometimes cleans his nostrils with his nail and wet sneezes and it seems to help.

Can anyone help me please? I’m really really worried :(((
