I'm not sure if this is the right place to ask but I'm trying to harness train my B&G because I've seen her gazing out the window, wanting to go out.
She's not afraid of the harness and willingly sticks her head through the head hole but once it's on she panics at the sensation of it being around her neck.
I've tried giving her favourite treats once it's on but she still hates it and thrashes around trying to get it off.
I'm thinking of putting training on hold for a bit.

I think you need to slow down. If she'll stick her head in it. Keep your training right there for a time. Reward with just her head in it.

Don't buckle any straps for awhile. Allow it to lie across her body. Take it on and off, on and off. Reward, make it fun.

Reward for every little forward step.

If she's gotten this far, you'll get there!
