Ringneck whimpering? Crying?

kiko is an african ringneck and he’s 4 months old. Whenever he sees my sister he keeps whimpering or crying i dont know how to explain so im attaching a video of him.
He makes this sound a lot but i dont know what he wants and what it means!!!

I'm thinking that's a begging cry. Did you sister ever handfeed, or hold and comfort him?
The signs are subtle, but the slight leaning and swaying say begging baby to me.

You can try offering some food and see if he's begging for comfort feeding.
Is he fully weaned? (I have no idea T what age a ringneck's weans)

Yes she did feed him a couple of times but she isnt around much, so he only gets so see her in the weekends!! He sits with me most of the time. Either in my lap or on my shoulder

Yes he is fully weaned and is eating veggies, pellets, and fruits

She has been interacting with him more and he only does it with her

Its kinda good, im tryin to help him gain some more because he a little underweight

She moved in and he still does it when he sees which is a lot

I'm not sure we took him when he was 2 1/2 months old and he was taken care of by a man so I don't know really

But I want to know what he wants bc he's been crying a lot and I don't know what to do):

@Adam37 has Kiko had a wellness exam. If he had issues with weight it might be good to have him looked over. Under vets guidance treat for parasites, etc as example.

If it were my parrot and he was crying like this I would immediately comfort with food, but that doesn't mean it is correct for Kiko. I am uncertain how to help and I think a vet check would be a good first step to ensure he is getting everything he needs.

That cry and sway resembles what hungry young parrots do for their parents.

we took him to the vet and he’s healthy we also offer him food sometimes he takes it and sometimes he doesn’t
