Your friend will have to get a DNA test to find out the sex. Conures are not sexually dimorphic, meaning that there are no visual differences between the sexes.
@tka is correct unless the bird is a sex-linked mutation and you know the parents visual and split mutations. Even then you can not always tell, but it is possible.
