Conure plucking or molting?

Conure has developed white fluff on his belly not sure if its him plucking or part of a molt. He gets kale/cilantro blueberries carrots in the morning occasionally strawberries and other fruits/veg, then harrisons pellets during the day. He recently turned 1. If you look at the feathers on the bottom of the cage/floor, do they have a feather root on them? If so, they were plucked.

Have not seen any of his big feathers like that he recently started to lose a couple big ones like his tail feathers but they looked normal

I think it might be molting , I see pins on his face area, but to be sure I would take him to an avian vet
