Can someone tell me if orange blossom water is safe for cockatoos? As in spray bath?

It is best to just bathe them with pure water for a number of reasons not limited to bacteria growth and, maybe even worse, "flavoring" your birds feathers which may lead to feather destructive behavior such as plucking, barbering, etc.

Pure water it is✅✅
I cannot speak to rose water helping with feather plucking, but was responding to your original post about orange blossom. That said, it is widely accepted by veterinarians that water is best.
