I want to train my bird to sing but I have some questions I can’t find answers to.

first, should I wait until he’s older to work on this? Right now he’s still a pretty young bird. My guess is he was born mid February.

Second, is it better to sing with words or whistle? I can’t whistle but I think using words could complicate his ability to mimic. Any tips?

It all depends on the bird. Some will not have any interest in singing or whistling while others will love it. You can start whenever, and whatever method you usually would just do high energy and often :)

My Jardine's likes whistles.

My Quaker would scream if I tried to sing.

My green cheek preferred to dance.

Fundamentally, I'd focus on ensuring they feel safe and secure in their environment.

My budgies only call for me or each other when they are alone and they don’t sing as much if there is no music playing. So my advice is turn on some tunes or your bird might be lonely.
