Ive never seen this on a lovebird before, maybe because this is the first baby lovebird I’ve spent an extended amount of time around and it’s an age thing or I just haven’t payed enough attention to the adult lovebirds under chin area?
Nonetheless, is this normal and is there a reason for it?

If you mean the area with few feathers below the lower portion of the beak, then yes, it is normal.

You can only see it when they really crane their head up. If you look at a bird perched, you won´t see it.
It´s normal :)
