I agree. I was merely asking as the second portion of what I quoted states that it only takes two residents from adjacent properties, or three residents from properties in "close proximity" that complain is considered enough for "prima facie evidence of a violation of this section", meaning that is all that she needs to have back her to have you investigated. It would obviously not amount to anything (unless she has some type of pull- at least if your jurisdiction is like mine), but it would be a headache that you do not need.
