Yes it can and if anything like my conures it will love them my two get green,red and orange chillis in there chop daily.

Yeah have far less taste buds than humans so dont feel the heat cats cant taste sweet foods either

I think you’ll find that birds don’t actually have the receptors that capsaicin affects.
