Bird Safe Glue?

I am getting into bird toy making but I need a glue that is bird safe!
Is hot glue and/or Elmer's glue okay? Of course only when dry.

Hot glue fumes can be toxic. There is a lot of debate on whether it is safe after dried, so I personally won't use it at all.

Elmer's glue is safe, but I only use it if it's hidden and will be inaccessible.

If the bird will have access to it, use can use flour paste (like you would for paper mache).
