Thst is a little different than I imagined. I'm afraid there could be a health reason . I recommend getting him in to the vet .

Yes they will keep getting pins and might let some grow a little then pluck out again.

This pattern...I'd want checked out. I'm afraid it's from internal pain.

I’ll call the local avian vet and see when they can get him in.

He has not plucked or chewed any feathers since I’ve brought him home. I’ve been checking the cage tray for any pulled feathers a few times a day. He allows me to come closer now, and I’ve gotten a better look at his wings and the feathers appear to have been chewed off rather than plucked out. I wonder if he might’ve had a really bad wing trim that stressed him out.

That's really encouraging to hear,I hope he continues to leave them alone and let them grow back in beautifully.
