It may possibly be a bruise from a toy or something striking her beak. My Cinnie Turquoise Greenie had notable bruises all the time since she was a crazy toy player and her lighter beak showed it.

A gentle rub with a wet Q-tip will rule out if it's dried food or muck. After that, a possible bruise as said above.
