Sorry, don't know to much about plucking because budgies and tiels aren't pluckers.

Have you seen any feathers at the bottom of the cage that are chewed or have specks of dried blood on?

Oh my cousin rescued cockateils who where kept outside and one plucked thier neck feathers.

Have you seen any feathers at the bottom of the cage that are chewed or have specks of dried blood on?
No no blood or broken feathers got lots of pins.

Depends, tbh. If this has been happening for a few weeks now, then it’ll end quite soon. If the molt has just begun, then it’s going to take a few weeks for the feathers to grow back. I also see that you’ve changed your profile pic! It’s so cute!

I would take him to an avian vet ASAP to rule out physical problems including Metal poisoning

He has been moulting for more than a few months now and has dropped many feathers if it was plucking would it be increasing.
