Joey Aggression

Over the past few days, Joey has been displaying a new behavior. It is definitely aggressive, but I don't know the meaning of it. Lately, if my Mom or I is holding Sammy, Joey will try to jump on his back. She does not try to bite or hurt him, she just wants to get on his back. Sammy of course does not like this and tosses her off. It also really only occurs at bed time. I want to extinguish this behavior, has anyone had any experience with this type of behavior?

Or maybe Joey just has dreams of being a Harris Hawk?

i do not know one way of changing a behavior is to divert it to an acceptable one before the behavior starts
