The larger stuff is definitely safe.

I personally won’t use stuff as small as the twine you have in the pic... it knots and tangles really easy so I worry that with how light it is my budgie will be able to twist it round a leg or toe (or even worse). I stick with paper rope or sisal/seagrass that is a bit thicker than your twine and need to be forced into a knot.
