Is My Conure Plucking Or Molting?

I know that my Green Cheeked Conure has been molting for sure, he has pin feathers he's about 4 years old now so I've experienced molting before. He has been doing it for a while now I was holding him and noticed a certain area was very bare and uneven from the rest with not as many pin feathers as usual, is this normal?

That is consistent with feather destructive behaviors; could be barbering (snipping feathers off) or plucking (taking the whole feather out) or a combination of both. I would schedule a vet visit to rule out medical reasons.
