IRN Mutation and how to tame him T.T

So.... I got a ringneck from a pet store about a month ago. The store was going out of business... He was the only bird that was available other than budgies. I was told that he is less than a year old, handfed and in good health. When I was getting him, his tail feathers were a bit of mess and short but other than those, he looked fine.
I was told that he is White Head Grey Lacewing. Is he?
Also, I've raised many but never an IRN. In fact, I've never had a parrot this aggressive. It has been over a month and he still screams and makes a ruckus whenever I try to give him food/change water everyday.
I literally stay next to his cage, talk to him, eat with him for hours every day but no improvement. One day, I was busy and didn't have time to spare, so I couldn't stay with him for a day. Then, when I tried to give him breakfast the next morning, he swooped down to the bottom of the cage and bit my finger, tearing my skin off. Like junk of it.
Any advice or ideas on how to tame him?

He is a cutie. I suggest starting target training with him. There are some good YouTube videos. And training should be 5-10 minutes at a time. Also the website Good Bird by Barbara Heidenreich is a good resource.

What a beautiful bird!!
I know IRN can be more fearful of fingers than some other species, seem to have heightened prey fear. So keeping fingers held together and folded is reported to help.

It's always helpful to have a routine, use the same phrases and be predictable.

Have a perch up high in one corner they can retreat to that you never bother them when there. So they can retreat when you do cage maintenance. Also tell them as you come up, get just going to change your food and water. When you are coming over to say hi and check on them , let them know, get wanted to come say hi .

He finally stopped screaming every time I tried to change the water bowl. I've also seen this video. Next step is for him to come out the cage!
