I used to believe toilet paper tubes and paper towel tubes are safe

I've been giving my parrot toilet paper tubes and paper towel tubes for months. Because I Googled it and it said that it was flour paste that was putting them together. Also an article that said parrot safe. Now I'm being told by someone in a group that they're not safe can everyone give me their opinion on the subject? Izzy loves them and hates shred, what's a parront to do?
