As much as getting gifted old cages is a nice gesture, sometimes these kinds of cages are best either used as a plant display or cleaned up and stored for use as a hospital cage or quarantine cage only, they’re not large enough for any bird to live in and often they’re not even made out of safe metals. Flight cages for budgies/smaller birds are fairly inexpensive- I’d recommend getting a decent cage such as a flight cage.
Sorry if this isn’t what you were looking for but I can’t pretend that cage you got is suitable.

Agree with shezbug. I would definitely be worried about rust. The cage is also taller than it is wide which isn't great as they need lots of space to fly. If it is impossible to find another one you would need to be able to let the birds out during the day, also get rid of rust and test the metal for unsafe materials (I can't tell if it's powder coated, but if it is it would need to be re-powder coated, and at that point it's cheaper to get a new cage). I really hope everything works out for you :)
