How often do your parrots refuse/decline a step up request?

I can maybe count on one hand the times over almost 7 years that Nala has not wanted to step up for any reason. Mostly I just hold out my finger to her and she steps up even without the verbal command.

Zeus likes to refuse to step up sometimes, then later that day you hear him rehearsing the play from earlier:

Step up!

No no no step up!

100 Percent of the time. When I first got him (re-home) maybe 50 percent of the time. I have just focused on stepping up being benefitial to the bird 100 percent of the time. I never food reward for step up and focus on fun things to happen i.e. training, head scratches, play time, etc. Oscar realizes that something good will come out of stepping-up every time. He often doesnt know what at first but he soon realizes. Thus he is eager to step up. Positive re-enforcement in a sense.
