Help sexing baby budgie

My sister is looking for a male budgie to try to pair with her female. This guy is 3 months old - BOY???

Idk much about them, but I do know it is super cute! It looks like a boy to me

But...... he can't be 3 mos old with so much black left on his beak. I'd say 2 mos at most

He does look like a boy, but I can't say this with certainty as s/he is still young.

At three months the color of the cere can change. I had a parakeet with that same color and turned out budgie was male. so I will agree with others here. Really a good looking budgie too.
