My name is Pati and I live in Poland, Europe. I have always had many animals in my life and few parrots. Currently I have two budgies Zoltar and Klara, they are babies yet and aren't very tame, I am working on it. I would like to have cockatoo ducorps one day.

Hello,
Thank you very much for warm welcome, you all are great. Forgive me all possible grammar and orthographical errors but notice please English is not my native language.
As I wrote before I have two crazy budgies Zoltar and Klara. They are babies, not one year old yet. They are not very tame, we are working on it, they come to us and eat from our hands, sometimes during eating the step up but it's occasionally. Unfortunately they do not want to hang with us. But I hope it will change one day.

I love them very much. I joined TLA and your forum because I must admit it you have awesome knowledge and accessories for parrots. Unfortunately we do not have this in my country. The vets know something about dogs and cats only, if somebody has problem with bird, reptile or fish he has a problem. Also our pet-shops look piteously, we do not have such cages, toys and food like you guys. I hope I will be able to learn from you a lot.

Hello Pati, welcome to the avenue! I'm glad you joined us. I look forward to getting to know you and your fids. Budgies are wonderful little birds. Did you get Zoltar and Klara at the same time? I'd love to see some pics of them.
I got them not exactly at the same time, it was maybe two months between them, firts we bought Zoltar, he should have been partner for my other budgie Eryka but unfortunately after month or two Eryka just died (it's different story) and Zoltar stayed alone. We weren't going to buy next budgie as I wanted to have bigger parrot one day. But one day we went to the pet-shop to buy some food for Zoltie and we saw in a cage such a little white budgie, it looked like little cockatoo (and we always had dreamt to have cockatoo) and we felt in love immediately. Then we found it was a girl so could be a partner for Zoltar. We couldn't just go out without her and had to buy her. And now we have two budgies again.

I was born in Nowy Targ Poland and raised about 45 minutes from Wroclaw! Most of my family still lives there!

I am so glad there is someone else here from our region.
Isn't the situation awful here in Central Europe? This is why I gave up on keeping birds.

I have a few questions, I want to get a clearer picture about these things in our region:

Are there rescues in Poland that take in pet birds?

Also, in Hungary a lot of wild caught birds are smuggled in from Serbia and Russia, and sold on bird fairs and markets. Is the same happening in Poland?

Honestly I haven't heard about any birds smuggling to Poland. I met with reptile smuggling but never with birds, parrots. I would have to check it.
Unfortunately any of rescues organization does not take care about parrots. If they rescue there are mainly dogs. I would like to be here such organization (like in USA) who takes care about parrots kept in bad conditions and later organizes adoption program for them. There is nothing like this here.
There is only one thing, as we are in European Union, I do not know if it is enough. There is a European or World List of Endangered Species also birds/parrots. In practice it means that if you want to buy species which are on this list, you can buy it only from brooder (in your country of from abroad) and brooder must deliver special certificate called CITES which confirms that bird (or other animal) was born in captivity, in breeding and wasn't caught in a wild. Then the buyer has two weeks for registration of this animal in City Hall in his city. It is made to ban the endangered species' illegal trade. So in our pet shops there is a lot of budgies and cockatiels , also sometimes you may find peached faced lovebird which aren't on this list but if you want to buy Fischer Lovebird you have to contact with the brooder and get CITES certificate. In Hungary it should be the same I think.

In Hungary there is only one rescue that takes in all kinds of pets (birds included), but they don't have adoption program for the parrots only dogs, cats and small mammals.

The birds that have been confiscated by the authorities because of smuggling or abuse go to the Budapest Zoo's exotic animal shelter which is not open to the public.

Yes, Hungary signed the CITES agreement in 1985, and all bans that are in place in the EU are also in effect here since (I think) 2007.
The problem is, breeders have a way of thwarting the rules by buying breeder birds in neighboring non-EU countries, and bringing them in. They can pass the border, as long as the birds have open bands and the proper peperwork. Reselling is illegal, but there is no real control authority on the markets.

If you don't mind, I have some other questions.

In you estimate, how many breeders operate in Poland? Are all popular species available? Is there overbreeding?
Here, there is. There are way more birds available than the actual demand. The reson for this is, I guess, is that there are a lot of hobby breeders, who start out of enthusiasm, but it gets out of hand, and they are looking for ways to solve the resulting financial problem.
Besides them, there are about a dozen professional, popular breeders.
