I can't really see picture very well..but all eye issues are veterinarian for sure.
Hopefully it's just irritation or minor infection from formula getting in eye or something. And vet prescription meds get you all fixed up

sorry i dont login to this website daily
went to the vet the next day, he gave me some drops to put in his water, and some eye drops i have to put two times on his eyes, 5 days later and he was all fine and good
