Fluids in budgie’s crop

My Budgie was pretty young. I’d say 2-3 years old. His name is Loki. He had fluid in the crop and the vet gave him antibiotics for a few weeks. She did test and everything but still couldn’t figure out what’s going on with him. He was so skinny and nothing seemed to help. He was at the bottom of his cage helpless. No vets were open the weekend. I gave him sprayed millets because that’s his favorite thing to eat. He ate a bit but he was so weak that he had droopy wings, legs a bit curled up and very puffy. He had an emergency appointment today at 2:30pm but he passed around 12pm. I’m so devastated. My poor baby basically starve to death. The vet still unsure on what’s going on with him.
