Ekkie plucking

I am considering adopting a male ekkie. Age unknown.
He was a plucker at one point, but is now mostly down feathers. His wings are badly barbered also, but the feathers are mostly intact.
I know there's no way to tell, but I am curious if there is a chance he may grow his feathers back.
Whether he has feathers or not has absolutely no bearing on my adoption decision. But it is heartbreaking to think he may never fly.......

Also, as a side note, his plucking was almost certainly diet related. The center he is at said he was eating people food and was a junk food nut.
