Really depends. You can use something like a Critter Nation the same way you'd use a flight cage of the same size, but low-lying cages like those used for rabbits/guinea pigs probably wouldn't work for a bird. Bar spacing is also generally too wide for most small birds unless you're buying a hamster cage, which is too tiny for any species.
