I may be misunderstanding the requirement, but have you considered using a harness?

I would never use a flying harness for Buddy... I live in NY. We have eagles & hawks here which are predators to parrots. The hawks are everywhere where my property is. Buddy gets on alert if he sees one out my dining room window.

I hope I haven't mis understood your post, as to being a flying harness.
