That honestly depends on your neighbors and the specific bird. That said, they are one of the "quietest" large parrots.

It's quite normal I would think. Just make sure you have approval from the people who enforce the rules in the apartment building. Usually called body corporate where I'm from.
I think it just depends is there enough space for them.
They have a big winspan so if you're keeping it in a cage, it has to be quite big.
