Broody Bella?

Bella's ceres is getting pretty crusty. It's been about 10 months to a year since we got her.
I also noticed that Bella has been going down to the cage bottom a lot lately. (We have a grate at the bottom.
I'm not sure if she is broody though, as I don't know much about this.

All of the Budgies I had were boys, so take this with a grain of salt. That behavior, combined with the crusty cere, would definitely make me think hormones. Do you have anything dark, inviting, or tunnel-like that she could see as a nest? If you do, I'd remove it.
