Bird feather structure

I am wondering why these budgies have their mask and throat spot feathers like this. Is it normal for certain budgies? I’ve seen a handfull of them from the same breeder and only a few have this characteristic. Can anyone give me a bit of insight about this?

Sometimes the mutation of a budgie will control the feather appearance. Example A spangled budgie will not have many spots. Also the photos appear to have budgies that are looking like English or part English which gives the head and neck area a more poof appearance.

Wow, correct. When I measure the blue one, I realized it‘s almost 21 cm. Thanks!
