Looks pied with bad picture quality - the darker color could be a muddy olive? Looks young and alert.

He/she looks like a double dark factor heavy pied peach faced lovebird. If his/her face is brown, and it is not just the shadows of the picture, then he/she is a peach faced lovebird, eye ring (black masked, Fischer's, black cheeked) lovebird hybrid instead of a peach faced lovebird. The mutation would remain the same.
