I don't know if this has been suggested before, but I am familiar with how it works. Facebook allows you to target advertisements to people in specific cities, or with specific interests. The ads are also relatively cheap. So if you lose your parrot in Cleveland, OH, you can have Facebook post an advertisement to people who live in Cleveland, and also to people in surrounding areas.
I would recommend including "REWARD" in big letters, and using a nice clear photo of your parrot, since they don't give you a lot of space to work with.
