I have personally never hand raised cockatiels but have raised conures. Your chick looks to be at 14 days old. From what I can see by this cockatiel growth guide the rounded lower abdomen is normal. I do think your chick may be under weight a bit and looks to be due a feeding since the crop is empty. Do you have gram scales to weigh your baby? Are you hand feeding or are the parents feeding? Does it eat well, act normal? Always provide all the information you can regarding what the baby is being fed, housing, age of parents...etc. and we can be of more help.
