Urgent Parakeet Beak/Face problem

Glad you have posted this with pictures. I am not a Vet, but that seems to be a growth, or scabbing from an old injury? My advice to you would be to seek the opinion of an Avian or Bird
Vet. None of us can really diagnose that properly in all honesty. Do you have a bird Vet anywhere in your area?

Absolutely needs to be examined by a vet before it gets larger. Please let us know as it could be painful to your little lady.
