I know soy paint is safe for small animals and I assume it's safe for birds as well. But I'm not 100% on that. I assume the base is plastic? I'm not sure if soy paint would work on plastic.

What kind of base are you talking about? A steel stand? A plastic tub?
If it's just for a budgie, it's on the outside (if it's a tub) so the bird isn't chewing it it doesn't really matter what you paint it with as long as you do it somewhere else and make sure it's dried/cured before you bring it back.
If it's something the bird is going to chew there is no safe paint.
Personally, I wouldn't paint it. I'd let the base stand out from the rest of your room - make a statement with your fids cage. As John said, I wouldn't trust any paint around a bird, no matter what the manufacturer says.
