Thanks everyone! I did wind up adding a small sponge filter and a thinner flat heater to the newest tank. It was getting a surface film every day, and there isn't even a fish in it yet. The little filter cleared it right up. I will get new pics.

{the little piece of foil is there to prevent the water 'popping' at the surface, until I can come up with a better solution}
