My female Parrotlet, went through the molting stage about a month ago and her feathers have not came back in,,her little belly is completely bare of feathers. Does anyone have any idea what is causing the feathers to not come in like they should have? She doesn't pluck her self. She is full of energy and playful.

Molting shouldn’t cause any bare spots, so something else is going on. As already suggested, you should go to a vet who has experience with birds to find out what the issue is.
