Molting or Picked on?

This is Pippin. My petshmo parakeet that I've had for about 1.5 years. He has been free range with my other Keet and my six year old teil for 3-4 months. Before that the keets were always caged. Last couple of weeks his face has been looking a little rough. Is this just molting and I'm being stupid or do think he's being pick on. Or other?

Looks like moulting to me, are you finding tiny feathers in the cage? @Lady Jane ?

In the first photo i think i see a few pin feathers. Do any kf your other birds preen this budgie?

yes, I have been finding feathers. I've seen Pippin preen Merry but I'm not sure if Merry preens Pippin.

If you see other pin feathers, especially around the face and head area, then it's likely just a moult.
