Is there away to tell if a feather has been plucked or if it was simply molted?

Yes and no.

I live feather will have a tiny bit of blood on the tip (minimum) and possibly what looks like little hairs or roots.

A feather that fell out will have a dry tip and often the shaft can be quite hollow.

The smaller feathers (and down) when pulled look just like a feather that fell out so you don't know.

If a bird is plucking it almost always starts in a localized spot. A small "area" will be the first thing noticeable. A bird that is moulting just looks ragged.

I think that I read that moults tend to be symmetrical, whereas plucking or barbering will be patchy and asymmetrical. And typically, you won't see skin or down sticking out a lot with a normal molt. Though from talking with other bird owners, it's not unheard of to have a bird go through a really heavy molt, though it's not super common. Anyone else have any thoughts?
