Yes, the bird is completely fine with me being near his/her cage, he/she usually acts like I’m not there.

i tried again, he/she stayed on my arm for 20-30minutes, but he keeps wanting to climb on my shoulder but i’m scared that if i let him he will bite me

This bird does not sound parent raised.

Target training would help teach the bird where you want the bird to move to.... so if your bird got on your shoulder, you could use target training to get your bird off of your shoulder.

i was told that he/she was parent raised but who knows. the seller sometimes gets his birds from other people

Any other question is what are good treats for indian ringnecks. i usually feed him fruits like apple, banana and pear.

Sunflower seeds, nuts, pine nuts, millet, dried fruits... these can be good treats for them.

Just make sure that vegetables are part of the diet, not a treat!
