Small long time coming breakthrough here. My little Cockatiel does not like hands unless he wants to be by them or land on them. So for the past months since he joined the family I could always get my head close to him. Eventually I could manage to get him to do scritches with my nose. Today I was able to sneak my hand in for a scritch and it seems its working hopefully this will help end hand anxiety for good. So maybe if your bird hates hands try your face for a while.
