Brooder for Cockatiel

hi.
Just wanted to get some opinions from everyone. I have a homemade brooder that was made with 2 plastic tubs and a fish tank heater. Works great and easy to regulate and stays constant. My question is, since I have a single baby should I keep him in a bowl with tissue or let him have free run of the brooder. He is 8 days and is currently in a bowl with a coffee filter and a few tissues for softness. Thank you in advance.

My sparrow baby was in a bowl padded with paper towels and the bowl was inside a tupperware container that was also padded although I later switched that to a 5 gal terrarium that I padded with paper towels. Moved bowl into the terrarium. Put a heating pad under 1/2 of the terrarium. I would keep the bowl in there for now.
