Baby bird behavior

So today I noticed that Kermit, my young dusky conure, is displaying what I think to be baby bird behavior. Here's what he's doing:
Making a small squaking noise that's quiet but he consistently does it. He also Bob's his head when he makes the noise
He also seem to be fluffed up and keeps flipping his wing.
What could this be? Is it just his way of wanting something, or is it something if concern?

It's hard to say conclusively without seeing/hearing what he's doing, but by your description it sounds a lot like begging behaviour. Do you still offer him hand feedings?

I normally only hand feed him when I'm trying to get him to try something new, or when I'm training him.

Is he eating on his own okay? How are his droppings?
He is eating completely fine, and his droppings seem to be normal. I believe he is begging to be pet, because when I have him out he will always look at me with his feathers puffed and his head slightly down. But he's never do e this before, and it happened so suddenly
