Does anyone know if I can give normal bean sprouts to canaries

Depends on the bean type. I believe most store bought sprouts are mung beans which would be safe. Hopefully they specify so you know!

Yes for most types of beans, but not all. You can also try cooking the beans if you wish. To be honest, you are better off sprouting yourself so you know that the type of bean is safe as opposed to buying them at a market or restaurant.
