I've only had one case somewhat similar to this in a much younger quaker chick. He was a left side esophagus baby and at first I thought it was related to that. I really didn't have the best feeling about him long term. But, I was raising him from day one with a few other babies younger and older. I remember reading on a falconry website that a similar condition can be caused by a vitamin deficiency and results in inflamation around the brain. I hadn't really thought about it much but I think I might have been feeding his formula just a bit too thin trying to make things fast and feed him at the same time as some other chicks. I thickened up his formula and the problem corrected itself over the course of the next week. He ended up perfectly normal. I have no idea of it was just a transient stage because of his left side esophagus, but my feeling is that thickening the formula did it for him. I'd have her vetted by a good avian vet and ask specifically about malabsorption of a certain vitamin causing it. I'm thinking it was vitamin B or E. Can't remember.

I have an update on her. She is doing much better now. I don't have to keep the splint on her anymore, and she is holding her head straight up. It still bends from time to time, she seems more like an owl than a parrot. ;P She also has recently learned to fly, so that's fun to observe.
