He's molted twice already since he's been with me. I've had him for a little over a year.If he has had a moult, and there was no feather growth, I doubt there ever will be. If he hasn't moulted while he has been with you they might grow. Just my opinion, still, I'm as unsure as you are.
If there was significant trauma to those follicles, he may never grow them back. That wing 100% would be the reason he drops like a rock; there is not enough surface area there to keep him in the air.
Just a good diet is all you can really do!
