Will my conure be able to fly?

Hello, so I have a Green Check Conure who's wing were clipped. I bought him from a pet store who already had his wings clipped, (So it wasn't my choice). I bought him in June and he was 3 months old. He's tried to jump off his cage sometimes but he just falls down so, he might also be discouraged too. So I wanted to know if he will be able fly and if there is anything I can do to help him get his wings back and fly so I can train him. Thank you!

I brought my Quaker home at 3 months and he was over a year old, about 15 months, before he could start flying. I wouldn't give up on him yet

I brought Zazu home from a pet store at 3 months old and she was severely clipped absolutely ragged and jaggedly clipped wings and once she got her flights back she was zipping around the room,hovering and turning on a dime.
It will take time but I'll bet he will turn out to be a good flier
