Yes. They can't taste capsaicin (the chemical which mammals experience as burning/hot). Birds are chilli plants' preferred distributors of seeds so chill plants developed chemical defences that would affect mammals but not birds.

Be careful about your parrots flicking it everywhere! My mum amuses herself by offering Leia bird's eye and scotch bonnet chillis. I have ended up with bits of scotch bonnet in my tea and I cannot recommend it.
